The Australian skipper has claimed over 300 dismissals in 71 appearances with an stellar bowling average.
Australia's chair of selectors Bailey has stated that skipper Cummins will play a "major part" in the forthcoming Ashes series.
Rumors had circulated that the veteran bowler might be unavailable due to a persistent back stress problem that was still troubling him.
Previous updates from the squad suggested no official announcement had been made regarding his involvement, with the Test matches scheduled to begin on the 21st of November in the WACA.
Bailey expressed that the captain is progressing and remained hopeful about the likelihood of participating.
"It's clear that time is getting short and multiple considerations at play, aside from the back issue, but additional elements," he commented.
"The outlook is good. [We are] really confident that he's going to play a major part. Ideally it's the first Test. Otherwise, we'll reassess."
Past Concerns
Cummins was ruled out Australia's limited-overs series against both Asian and Trans-Tasman rivals last month after examinations confirmed a lumbar bone stress.
Previous incidents include of back injuries, with flare-ups in 2012-13, 2013-14 and 2015-16 forcing him out of multiple domestic campaigns in four years.
The bowler mentioned he would be ""aggressive" and "take risks" in his rehabilitation process to secure his spot for the contest.
The selector indicated that he did not know if Cummins had begun bowling as part of his rehabilitation but acknowledged it was "pressing" for him to recover fully for the opener.
Contingency Plans
In case of absence, veteran batsman Smith will assume leadership.
Versatile player Green was withdrawn recently from Australia's squad for their ODI contests against the Asian giants as a precautionary measure because of an abdominal issue.
Bailey described it as a "small issue and mentioned that he's scheduled to appear in the state-level matches, so will be "in a good place to be ready to bowl."
"Extensive planning has gone into building out the plan for him to participate for the first Test as an batting and bowling option," Bailey explained.
"His involvement was limited to the first two ODIs in any case. His aggressive style the willow in shorter formats, if it causes any delay for another day, we opted to take a cautious route."
